Open Government Partnership Mongolia

Mongolia joined the OGP in 2013 and has since developed and implemented five National action plans (NAP) in collaboration with civil society. NAP I (2014–2016) focused on enhancing transparency in environmental information, improving budget transparency, and establishing a system to receive citizens’ petitions and complaints. NAP II (2016–2018) aimed to improve the legal environment for transparency in political party financing, develop the “11-11 Center” mobile application, enhance the Glass Account System, and disclose beneficial ownership information in the mining sector. NAP III (2018–2020 / 2019–2021) prioritized transparency in internationally funded projects and contracts, and addressed waste management issues. NAP IV (2021–2023) included commitments on extractive sector transparency, public procurement, e-governance, waste management, budget transparency, freedom of the press, mechanisms for public consultation in lawmaking, pharmaceutical and medical supply management, and the right to freedom of association. Current NAP V (2024-2027) is highlighting legal environment to ensure civil society space, safeguard freedom of the press, increase citizen participation and oversight in the state budget and public investment processes, improve the effectiveness of public services for people with disabilities, promote open data, evaluate public institutions based on citizen satisfaction and enhance civic engagement.

Multi-Stakeholder Forum (MSF) is a structured environment designed to maximize participation and cooperation between government and civil society by bringing relevant partners into the discussion and ensuring that all voices are heard. MSF is a cornerstone of each country’s successful participation in OGP and is crucial to delivering collaborative open government reform. In Mongolia, MSF is institutionalized as the “National Council for Open Government Partnership” (NCOGP), which was renewed by Government Resolution No. 98 dated , 2025. Current composition of the NCOGP consists of representatives from 11 government institutions and 13 civil society organizations, making a landmark step in strengthening transparency, civic engagement, and collaborative governance in Mongolia.

2014-2016: National Action Plan 1
Mongolia’s first OGP Action Plan (2014-2016) implemented 35 objectives across three main areas. During this period, the Cabinet Secretariat published a mid-term self-assessment and an independent evaluation in 2015. The expert review awarded “Star” status to initiatives in environmental transparency, budget transparency, and a public feedback system through the 11-11 center, recognizing these as exemplary practices internationally. However, the plan’s implementation revealed inadequate performance by the National Council and insufficient collaboration between the government and civil society.


2016-2018: National Action Plan 2
Mongolia’s second OGP Action Plan (2016-2018) included 13 commitments developed through consultations with government, civil society, media, and private sector representatives to address key challenges and propose solutions. However, in 2017, the government did not complete the mid-term self-assessment report, leading to a delay in the independent evaluation by external OGP experts.


2018-2020/2019-2021: National Action Plan 3
During the preparation of Mongolia’s third OGP Action Plan (2018-2020), civil society organizations actively collaborated with government, citizens, private sector, international organizations, and media, resulting in 13 objectives. However, due to a four-month delay in the government’s submission of the plan, which missed the August 31, 2018, deadline, Mongolia was shifted from the “even-year” to the “odd-year” reporting cycle, disrupting the usual OGP process.


2021-2023: National Action Plan 4
On September 21, 2021, a joint Working Group with representatives from various stakeholders was formed to develop the fourth OGP Action Plan, following all OGP participation standards with a clear roadmap and action plan. The 2021-2023 national OGP plan includes nine commitments created through five rounds of online and in-person discussions and Working Group meetings, engaging over 200 representatives from government, civil society, media, and the private sector between June and November 2021.


2024-2027: National Action Plan 5
Current NAP V (2024-2027) is highlighting legal environment to ensure civil society space, safeguard freedom of the press, increase citizen participation and oversight in the state budget and public investment processes, improve the effectiveness of public services for people with disabilities, promote open data, evaluate public institutions based on citizen satisfaction and enhance civic engagement.
