Business and Human Rights: State-Owned Enterprises Driving Responsible Business Practices

In line with the “Guiding Principles on Business and Human Rights” adopted by the UN Human Rights Council, the Government of Mongolia has intensified the implementation of the National Action Plan for the Protection of Human Rights in Business Activities, Prevention of Human Rights Violations, and Restoration of Violated Rights (2023-2027), also known as NAP BHR. This initiative, funded by the United Nations Development Programme and implemented by the European Union, aims to educate and motivate employers and young employees of mineral resource companies to become ambassadors for positive change in the business sector.

On April 8, 2025, an introductory training session for management was held at the Erdenes Mongol Group Conference Hall. Participants included managers from various organizations such as Erdenes Mongol Group, Khutul Cement Shokhoi LLC, Erdenes Ashid LLC, and Chinggis Khaan National Wealth Fund LLC. The training covered essential topics such as the UN Guiding Principles on Business and Human Rights, the NAP BHR approved by the Government of Mongolia, and the importance of conducting human rights due diligence in business operations.

The introductory training started with introductory comments by Mr. Tengis, Head of the Secretariat of the Council of Government Efficiency, which oversees the implementation of NAP BHR. Consultants from UNDP and the NGO implementing the project led the training, which aimed to increase leaders’ awareness of human rights and responsible business practices. The session also laid the foundation for supporting youth initiatives and collaborative efforts in promoting environmentally friendly, responsible, and human rights-respecting businesses.
